Family Income Support Benefit

The program provides monthly financial support to families with lower incomes and fewer opportunities to earn. The entitlement depends on the family’s income level and the ability of its members to earn. The target benefit value is linked to the number of family members and the family's gross income. The benefit aims to improve the living conditions of these families

Eligibility Conditions:

A family shall be entitled to the Family Income Support Benefit if the following conditions are met:
The family must be residing in the Sultanate of Oman
At least one family member must be Omani. An exception applies to the non-Omani widow of an Omani citizen who has no Omani children, provided that she continues to reside in the Sultanate of Oman after the death of her Omani husband
The total family income, including the imputed income based on ability to work, must be below the targeted income threshold

Cases Where the Household Head’s Income Is Not Counted
The husband shall not be considered a member of the family, and his income shall not be included in the family’s total income when calculating the Family Income Support Benefit. In such cases, all income of the remaining family members shall be considered without applying imputed income, in the following circumstances:

The husband has abandoned his wife and children and cannot be located
The husband is imprisoned or detained for a period of not less than one month
The husband is unable to fulfill his obligations of maintenance or care
It is not possible to obtain court-awarded alimony for the woman and her children despite exhausting all legal means and procedures

In all cases, supporting documents issued by the competent authorities must be submitted to prove the relevant circumstance.
Court-awarded child support payable by the father for the benefit of his children shall not be included in his income when calculating his entitlement to the Family Income Support Benefit.

Cases Considered a Family for Benefit Eligibility Purposes
The following cases shall be treated as a family for the purpose of eligibility for the Family Income Support Benefit:

Brothers and sisters who have lost both parents and are under the age of 18
Any son or daughter who has lost both parents and is over the age of 18
A person of unknown parentage
A man living alone
Brothers and sisters living under the guardianship or care of a person other than their parents
Widow and her children, with children’s income (shares) separated from the widow’s income
Divorced woman and her children, with children’s income (alimony or their share of their deceased father’s pension, if applicable) separated from her income
Unmarried female aged 40 years or above, without considering imputed income based on ability to work
Divorced woman without children aged 40 years or above, without considering imputed income based on ability to work
Divorced woman whose children are not in her custody, without considering imputed income based on ability to work
Widow without children, without considering imputed income based on ability to work
Unmarried paternal orphaned daughters aged 31 years
Divorced paternal orphaned daughters aged 31 years with no children

Required Data:

An application must be submitted to the SPF by a person who satisfies the eligibility conditions.
The SPF shall decide on the application within a maximum period of thirty (30) days from the date of submission of a complete application containing all required information and documents, in coordination with the Ministry of Social Development and other relevant entities for verification purposes.
The benefit shall become payable from the date of application if the SPF confirms that the eligibility conditions have been met. Payment of the benefit shall cease if any eligibility condition is no longer met and shall only be reinstated upon submission of a new application once the eligibility conditions are satisfied again.
The benefit amount, once calculated and approved, shall not be less than OMR 25 for a family consisting of two or more members, OMR 15 for a family consisting of one member.

Required Documents

Bank statements for all accounts held by eligible family members covering the previous six months, including multiple accounts held by the same individual.
For abandoned families: an official document proving the abandonment of the household head.
For prisoners’ families: a copy of the court judgment or an official certificate containing the operative part of the judgment.
For divorced women with children: an official custody document and proof of alimony, if applicable.
